Maybe only player-controlled characters are counted?
This used to be an exploit, allowing bases to be captured faster with bots, especially when there was no limit on the number of bots in a squad.

We placed the armory on a flat surface, and it showed 2,100 supplies.
This is a visual bug, though. The storage doesn't disappear, and you can only store more than 1,100, even if the sign says so.
