This is probably a network thing. Do you know where you shot them? In my experience, the only times I've done no damage is because of server lag or because I'm shooting a downed player at a highly oblique angle.

I don't think this is a good idea. Bohemia seem to want to incentivise MORE human commanders, not more AI commanders. If you want different base locations, you could take commander and do it yourself.
