My initial idea was to have some or all commander menus available from interacting with the back of a player who has the radio backpack. This would be especially useful for things like approving base requests or creating objectives. If that's all it was, I would be happy. This would create some kind of radioman role and make the radio backpack more functional. Other options are simply allowing the commander to interact with one that has been dropped on the floor, so he can carry it and use it at will. I don't think it makes sense to be able to build, or do ai logi from it, but objectives and base build approvals make perfect sense. This would also allow the commander to be a bit more active on the battlefield without reducing all of his commanding abilities to 0.
