Ccommand tents seem to have greater range when accessing supplies for construction, but smaller range when accessing supplies for respawn.

Both the supply and the contents inside the vehicle inventory should also be taken into consideration. Decomissioning a vehicle with a loaded RPG-7 inside will waste 65 supplies. Armed vehicles such as Jeep with MG, UAZ with PKM, LAV-25, BTR, BRDM, Humvee with MG - they all carry magazines inside, and some even have morphine syrettes in them. Right now, the optimal way to decomission such vehicles is to park them near a box and sell the ammo first, then decomission the vehicle, as you will get more supplies back. Haven't tested, but I think decomissioning a vehicle full of supplies will waste the supplies.

Montignac has 2 Small Living Quarters as well. I don't think this is necessarily an issue. I assume the HQC scenario developer placed them for aesthetics.

I think the FIA Light Vehicle factory itself is bugged and fails to see supplies around it, thus you would need to manually resupply the factory itself in order to buy anything from it. It's not just the one at Levie. If you play as FIA on Experimental and build a Light Vehicle Factory at any base, you will experience the same issue.
