Description

Most likely, the FIA built this plant independently and it wasn't originally located at the base.

After the Soviet Union captured the base, a new one had to be built, as the old one hadn't seen any supplies.

I think the FIA Light Vehicle factory itself is bugged and fails to see supplies around it, thus you would need to manually resupply the factory itself in order to buy anything from it. It's not just the one at Levie. If you play as FIA on Experimental and build a Light Vehicle Factory at any base, you will experience the same issue.
