I cannot reproduce the issue. Make sure your mouse isn't moving at all when using the turn keys. If you move your mouse even a tiny bit (could be mouse noise, due to sitting on rough surface) it will reactivate the auto centering delay.

because the delay is applied while reading the input. no input = no change
