Currently, players belonging to the FIA faction cannot create new primary squads. When only a few human players are active and the single default FIA squad has existed for a long time, it often fills up with AI bots. This makes it tedious for new players to find and remove bots manually just to free up slots.

Allowing players to create new primary FIA squads would solve this and enable garbage collection scripts to automatically despawn/clean up inactive AI squads that no longer contain human players.

Rationale / Why it's needed:

• Better Squad Organization: Players can quickly form fresh, player-only units without clutter from pre-existing AI bots.

• Automated Cleanup (Garbage Collection): Helps the server identify and remove unused AI entities once human players vacate an old squad, saving server performance.

Suggested Implementation:

• Enable the standard "Create Squad" functionality for the FIA faction.

• Trigger automatic AI cleanup/despawn timers for empty or abandoned AI-only FIA squads.
