There is a role hierarchy issue on the spawn/squad selection screen for the Mortar squad. In the role list, the Radio Telephone Operator (RTO) role is positioned in the top slot above the primary Mortar Operator role.

For a specialized mortar unit, the primary Mortar Operator role should naturally take precedence in the slot order over support roles.

Steps to Reproduce:

1. Open the Deployment / Squad Management screen.

2. Create or view the Mortar specialized squad.

3. Inspect the role hierarchy/slot list for squad members.

4. Observe that the RTO role is positioned first, with the Mortar Operator placed second.

Expected Result: The Mortarman role should be prioritized in the first slot under the Squad Leader, followed by secondary roles like the RTO.

Actual Result: The RTO role incorrectly takes the primary slot above the Mortar Operator.
