Not sure about other factions as I almost exclusively play FIA - but currently FIA cannot communicate in local radio.

Before this patch - if outside radio range from base you couldn't communicate with rest of team - now however you cannot communicate with anyone on radio even if they are 5ft away from you - to do so you must equip a radio backpack.
