I will have to check to see if all of the PCs I have confirmed this on are using TrackIR. It is possible and likely they do; however
I just tested it on Vanilla Arland, with Track IR off, including the TrackIR software shutdown and camera unplugged. I can still reproduce the issue.

@l909 Found the problem / cause. It is a recentering issue with Freelook. Please get this addressed.
To Reproduce:Make sure Freelook view is centered with TrackIR. The best way I have found is to ADS then tap ALT.
Climb or descend a ladder and during that time, move the mouse. Any input from mouse will cause the issue.
Get to bottom and tap ALT. The view will SNAP off center.
NOTE: any mouse input during any animation, like getting in a heli, car or vaulting, repairing, will cause this issue. Any mouse movement when Freelook is automatically active or ALT induced will cause the issue, like while in a car, or while using ALT to look around in the heli.
Freelook needs to automatically recenter with the players / TrackIR view.
For the love of GOD!!! There is no reason to have Freelook automatically active when TrackIR is in use. It should be like the heli across the board, where ALT must be pressed to enable Freelook, but even then, Freelook needs to recenter itself once ALT is released.
Sorry for poor quality. 25mb limit is usually not big enough to explain game issues.

Happens in vanilla (no mods) as well. Hotspot of light should be on the door. I edited my original report to show No Mods since I have confirmed the issue is present with and without mods.

Good catch. Can confirm on at least Everon. Depending on situation this could result in not being able to retreive a dropped weapon, such as when you are shot and incapacitated.

It appears this was resolved in the 1.7 Stable update. Thank you!. I did not know what to do when the view did not snap over my shoulder at first!

Think these recommendations are spot on and realistic. Should not be magically alterted of enemy and unrealistically restricted by them. If the player opts to build either alone, or while buddies cover while an enemy is near, that is their call. Also limiting build view so it does not show enemy, therefore it cannot be used as an advantage.

This might he helpful but then might not.
With the problem existing when repairing or digging go to ...
Settings > Controllers > Headtracking > Set Freelook control (NO)
Start making repair and obviously the view stays focused.
Now return to Freelook control and set to (YES)
View with Headtracking now stays remarkably focused (initially).
Stop repairing and run around with character
Return to repair and the TrackIR snap starts happening. Might be slight to begin with.Stop repairing and move around more and the snap can become progressively worse.
Disabling Freelook control and re-enabling again seems to address it temporarily.
Snap severity seems to depend on angle of view. I can stand in same spot with repair prompt visible, hit F and view may snap 45 degrees to the left. Change my angle of view on the repair prompt by rotating player body, and it may then snap right 10 degrees, or down 10 degrees. Almost random.. but not.Hope this info is of some use.

With the latest update, this issue seems to have increased. Getting vehicle, heli, repairing.. view snaps drastically over shoulder.

Yes it appears like those signs of fatigue are virtually non existent. I know running up a hill, once it reaches a certain slope, will slow you down but your stamina actually replenshes but usually when you maintained a certain speed like on flat land, slight incline or even down hill, your character would progressively start breathing harder.
