Is there some additional factor? Maybe specific scenarios (I see legacy Conflict listed as the mission on this ticket, but I used Game Master on Everon), or TrackIR (I am not using it)?

I'm not able to reproduce this. I did click when putting the flashlight away, instead of tapping L, but the bug occurs before that in your recording.

The commander already creates/approves requests to establish FOBs in HQC Conflict. What do you feel is missing from the current implementation?
