Is there any chance the water plane or ocean could render below terrain?

I have an idea for an underground submarine base, but the ocean currently does not appear underground, which makes the concept difficult to realize.

• Create a terrain hole using hole.cfg.

• Enter the hole and go underground.

• Look at the water.

Water has no texture / does not render below terrain.
