People spam vehicles, this is nothing new.
If it's a jeep or a chopper, doesn't matter. A pattern that's very common is spawn, get a vehicle, die very quickly, repeat. There is no penalty for a player to repeat this over and over again, depleting the base supplies.
A careless player's behavior punishes the entire team, while it rewards that players' behavior. Lose a Huey on takeoff? Cool I'll just get another.
the suggestion is to simply increase the cooldown time for spawning a vehicle. This could be proportional to the supply cost of that vehicle.
For example, a jeep could be 5 minutes, a LAV could be 30 minutes or even more.
This would teach players to take care of the vehicles they use, instead of treating them as disposables. It works great with FIA where it's often not possible to spawn a vehicle at all.
Players who play well and survive their vehicle for a while will not feel the punishing effect of the increased cooldown.
