What seemed entirely random, I think I found a reproducible pattern with the services dismantled messages sometimes not showing.

It appears that if a base has a new callsign (signal index > 39) from version 1.5 HQC introduction such as Taimyr (soviet #40) or Boston (US #40) for example, there is no message about services like supply depots, vehicle depots, radio relay stations etc. being dismantled printed in the right-hand side messagebox, but there is if the base uses one of the old callsigns like Zurna (soviet #39) or Wyoming(US #39)
