Sometimes the message in the right hand side messagebox won't show up about a player dismantling base services. This seems to be related to some characteristic of the base as I've had it not print anything on one base but on another it printed the message just fine in the same session without reconnecting.

Investigating to see if I can find a reproducible pattern.

Previously I thought it may be linked to the new callsigns added in 1.5/1.6 HQC update but after some testing it doesn't appear that that's the issue.
