Certain people on this tracker will serially downvote issues submitted by others, even if the issues submitted are valid. I think this is because they think it will help to highlight issues they care about more, instead of voting based on issue quality or validity. I would like to see some kind of system where downvoting like this comes at a cost.
Examples I can think of are:
The Stack overflow karma system. With this system, the ability to downvote is tied to the karma of the voter and it makes that serial downvoting becomes very costly.
Requiring a comment to be posted before a downvote can be cast in combination with a reporting system if the comment is not relatable to the downvote. In this way some meaningful feedback must be given and moderation can make sure that it does not boil down to some form of: "Well, I think issue XYZ is more important, so I'm downvoting yours".
