Because the "Publish" button is at the very top of the page, there is no need to scroll down, meaning some issue fields might not be seen by users.

Compared to the old Feedback Tracker where the publish button was on the bottom, and one had to go past all the fields to get to it.

This can also easily end up with the user getting confused, because the error message might not be visible. If an error pops up, it should get scrolled into view.
