Those things are everywhere, they're so easy to find. Have killed 8 players on my current life and all of them had a GPS tracker on them too. If you go to a hunter camp / tent thing, youre guaranteed to find one in my experience. They should be harder to encounter, like they are on Chernarus, because it seems excessive currently and too easy to find an item that brings a big boost to a player's travelling ability
