There is a bug inside of DayZ that allows players to give themselves potentially infinite stamina depending on their stability to the server they are on. This can be done either on purpose or by accident. This issue is present on all official and community servers.
Players can jitter their connection to the server and bypass updates sent to the client regarding their stamina usage.
The lower the connection to the server, the higher the probability of stamina not being calculated correctly on a tick by tick basis.
Players with a bad connection can have their stamina incorrectly calculated whether on purpose or not.
This can nullify the design choices of your ongoing map Nasdara by allowing players to freely roam difficult open ground, traverse cities without hindrance when vaulting objects, and give them a greater ability to kill the new infected being introduced with melee.
This bug was introduced in 1.20/1.21 when server owners were given the ability to change how much stamina each player action uses.
This bug has not been widely reported since regular players cannot track another persons stamina. Players who experience this stamina bug themselves can only benefit from it and do not notice it happening.
