• I reinstalled only the base game, installed no tools, no server or mods, joined an Official Server, and still hear dirt footsteps on the roads.

• Note that vehicle sounds work on the roads and grass, rocks, concrete, and dirt all produce their expected sounds when walked on.

• It's only roads that fail to produce the proper sound when the player walks on it.

I installed DayZ.
