Military convoys on Livonia spawn no infected. There is loot on the ground around the vehicles, but no soldiers anywhere in the area. I drove with the Jana motorbike to three different convoys within an hour and all had no infected, so there's no way to get a punched card.

Tested locally (same PC running the server and the client), alone on the server, freshly wiped. Running the native Linux server, while the client is running via Steam Proton.

• find a vehicle

• drive around on Livonia until you find a military convoy

• see that there are no infected anywhere around

Infected should spawn with the convoy.
