Again, this is something that has been raised repeatedly by community servers, and at this point we really need Bohemia to acknowledge the issue and work towards a proper solution.
Community servers pay a significant amount each year to operate and support the DayZ ecosystem, so it is completely reasonable for us to expect the basic tools required to effectively moderate and protect our communities.
As OP has already pointed out, you do not necessarily need to provide us with a device ID to achieve this. The proposed solution is a practical way of tackling the problem while still respecting player privacy, and it is only one of Many solutions that community servers have already suggested.
The frustrating part is that these suggestions appear to have been raised repeatedly, yet we still have no clear indication that any of them are being seriously considered or developed. More importantly, we haven't even received a meaningful update on where Bohemia currently stands on the issue.
Nobody is asking for an unreasonable or invasive moderation system. We are asking for the basic tools necessary to moderate our communities effectively, deal with repeat offenders, and protect the players who invest their time into these servers.
At the very least, community servers deserve a proper response and an update on what Bohemia is actually doing to address this. We have provided multiple potential solutions. Now we need to see some action from Bohemia.
