High-Level Issue Description

1) Instructional text references non-existent attachment dropzone.

2) Parity gap between Stable and Experimental forms.

Experimental Feedback Tracker:

Instructional text seen: "For dump and logs use private attachment", but a private attachment dropzone does not exist.

Stable Feedback Tracker:

Neither the private attachment instructional prompt nor the private attachment dropzone are seen. The private attachment dropzone is expected per the BI guide (at least for the Stable Feedback Tracker)
