Checked 2 millitary boats on different locations, no loot. since the Sakhal servers are low populated I highly doubt that they were looted completley by someone else
Civilian dinamic bots might be having the same issue, I only checked one, but the amount of loot was 100% less then it usually was

I think I saw a jacket under the boat on the bottom of the ocean, so it might be spawning on the wrong y axis
