When spawning AI squads in game master, I suppose 1 AI is supposed to spawn at a time, but after spawning maybe 4 or 5 squads of AI, the units begin to not spawn in and sit a "0 units" while displaying the squad icon. It appears to happen when the AI cap reaches 64%, camera movement becomes jumpy as well.
