Add civilian clothes to FIA

I am aware that this may cause problems with the "war crime" system.
Because if we wear civilian clothing we are considered a civilian and if USSR or US get those clothing might create some problem where FIA can't shoot them or they will get punishement.

so my fix was : make every piece of clothing from the civilian category into the FIA category.
