The Arma 3 Launcher crashes immediately on startup because Windows 11 Smart App Control / Code Integrity blocks the Launcher\Utils.dll file.

The launcher displays the following error:

System.IO.FileLoadException: Could not load file or assembly 'Utils, Version=1.5.154.45' or one of its dependencies. An application control policy has blocked this file. (HRESULT: 0x800711C7)

I checked Windows Event Viewer and found corresponding Code Integrity errors:

• Source: CodeIntegrity

• Event IDs: 3077 and 3033

• Affected file: Arma 3\Launcher\Utils.dll

• Error: Utils.dll did not meet the Enterprise signing level requirements or violated code integrity policy.

Smart App Control is enabled on my Windows 11 system.

I have already verified the integrity of the Arma 3 game files through Steam, but the issue persists. I also checked the properties of Utils.dll, and the file does not appear to have a digital signature.

Disabling Smart App Control may work around the issue, but I would prefer not to permanently disable a Windows security feature just to use the Arma 3 Launcher.

Could you please check whether the current Utils.dll distributed with the Arma 3 Launcher needs to be properly signed or updated?
