Just to note - this will work only for the "you are already in target server" kind of an issue. If you are experiencing issues with "server is unreachable" then that is some sort of network issue on your end as our investigation shows that is unrelated to any backend problem.

Unfortunately the server reset has not resolved the 0x0001000F (already in target server) issue.

I cannot connect to other servers because I'm connected to a different one. I cannot disconnect from that server because I'm "already in target session". I can't resolve that error because the server has already reset multiple times.

Can you try to contact the server admin to possibly try to remove your character/Kick you off the server?

I was unable to contact them, however after 48 hours the issue was resolved seemingly naturally.
