What happened?

I think the Punched Card to access Livonia Bunker doesn't spawn on convoys anymore, instead there is the (rn useless) Morse Code Paper spawning.

Reproduction steps

Find convoy. Don't find Punched Card, instead find Morse Code Paper.

    Hi,

    so if it still spawns because I found one in a military convoy about an hour ago, you must be really unlucky.
